Seunghoon Emilia Heo is an expert in interstate reconciliation. After graduating from Seoul National University, Heo specialized first in European Politics at Université Paris VIII, then in International Relations at the Graduate Institute of International and Development Studies in Geneva.

Fluent in French, English, Japanese, Italian, and her mother tongue Korean, she has enjoyed various professional experiences in the international field including UNESCO (Paris), the Delegation of the European Commission (Seoul), the United Nations (New York), and the Ministry of Foreign Affairs and Trade (Republic of Korea).

Yet, her passion to discover the driving force of interstate reconciliation pushed her to take a hard but valuable decision to return to academia. Sponsored by the Swiss National Foundation, she also served as a Visiting Scholar at George Washington University, USA. Her book on “Reconciling Enemy States in Europe and Asia” was published in May 2012 by Palgrave Macmillan, UK.

Having joined the UNU-ISP as of September 2010, Heo explores the interplay between political elites and media professionals in promoting a culture of reconciliation, which ultimately leads to the creation of an International Reconciliation Index (IRI). As a JSPS Research Fellow, she also gives lectures at the Korean Parliament. Her research interests include regional cooperation, intercultural communication, religious diversity, and identity politics.
